We've been hearing from customers on the issue of
the Zika virus and acquiring pallets that are Zika free. It is clear this is
not a phytosanitary issue and shipments (and the associated pallets) and
containers need to be treated at the port facility. <o:p></o:p><br />
<br />
The issue was raised because the General Administration of Quality
Supervision, Inspection and Quarantine of the People’s Republic of China
(AQSIQ) has stated shipments from the United States shall be subject to
anti-mosquito treatment. The ZIKA virus is a human health issue and is related
to mosquitos, not wood-boring insects. Therefore, the recognized heat treatment
or fumigation of export wood pallets for ISPM 15 compliance is not applicable
for ZIKA compliance of the shipment. The entire consignment and container must
be anti-mosquito treated and certified pre-shipment. There is no action a wood
pallet company can do to assure ZIKA compliance for their customer’s shipment.
It is the shipper’s responsibility to ensure the entire shipment is ZIKA
compliant. Inbound shipments without proof of anti-mosquito treatment will be
fumigated at the port of discharge in China by the authorities without prior
notice. It is the Consignee’s responsibility to inform Shipper (at origin) to
provide a certificate proof of treatment before loading the shipment. NWPCA is
actively working with the US Department of Agriculture office of Plant
Protection and Quarantine (USDA-PPQ) and monitoring the ZIKA issue with
partners like the National Association of Manufacturers (NAM), and will provide
further updates as we receive them. <o:p></o:p><br />

The journey would be 17,000 miles and take four months mostly on board ships. Once there, the product would need to be air lifted to land where it would be stored outside for several months. Since the mid-1990s, integrated paper companies (industrial landowners) have sold most of their land and these large-scale timberland ownerships have been restructured into Timber Management Organizations (TIMOs) or Real Estate Investment Trusts (REITs), which are primarily managers and holders of timberlands for institutional investors. This shift occurred, in part, due changes in the U.S. tax code. These changes have led to the widespread sale of productive timberland, including subdivision of land into small parcels for development, increasing forest fragmentation across the United States.<br />

Of this private forest land, 62 percent (260 million acres) is owned by families and individuals in what we call "family forests." America’s 10 million family forest owners are diverse and dynamic. They are pivotal for the protection and sustainable management of our forests across the landscape. The remaining private forest land is owned by corporations, conservation organizations, clubs, Native American tribes, and others. </span></span>Forty-four percent of U.S. forestland is publicly owned. <span style="font-family: Calibri,Calibri; font-size: small;"><span style="font-family: Calibri,Calibri; font-size: small;">At a regional level, South America suffered the largest net loss of forests between 2000 and 2010 – about 4.0 million hectares per year – followed by Africa, which lost 3.4 million hectares annually. Oceania also reported a net loss of forest (about 700 000 ha per year over the period 2000–2010), mainly due to large losses of forests in Australia, where severe drought and forest fires have exacerbated the loss of forest since 2000. The area of forest in North and Central America was estimated as almost the same in 2010 as in 2000. The forest area in Europe continued to expand, although at a slower rate (700 000 ha per year) than in the 1990s (900 000 ha per year). Asia, which had a net loss of forest of some 600 000 ha annually in the 1990s, reported a net gain of forest of more than 2.2 million hectares per year in the period 2000– </span></span> <br />
2010, primarily due to the large-scale afforestation reported by China and despite continued high rates of net loss in many countries in South and Southeast Asia (see figure below).22 <br />

The term <span style="text-decoration: underline;">"kiln dried" relates to the <strong>moisture content</strong></span> of wood which is typically defined as 19% or below. The term "<span style="text-decoration: underline;">Heat treated" relates to the core <strong>temperature</strong></span> of wood which needs to reach a minimum 133° F for at least 30 minutes in a controlled environment (i.e. a heat chamber or kiln). It is important to realize that wood used in the manufacture of WPM and WPM itself can meet one specification but not the other. If moisture content is the only concern, this can be reached without the required temperature needed to be considered heat treated. Likewise WPM can be heat treated but this process may not allow the wood to reach the minimum moisture content to be considered kiln dried. If you see wood or WPM marked with the term "KD-HT" this means it has met the requirements for both kiln drying (19% or below MC) and heat treating (133° F minimum for at least 30 minutes).</div>

<div><span class="ms-rteCustom-Nmfta-PageContent"><span class="ms-rteCustom-Nmfta-PageContent"><span style="color: yellow;">As an alternative to the provisions described above, the NMFC allows shippers the option of developing performance-based packaging. Performance testing criteria are detailed in two NMFC rules: Item 180, Performance Testing of Shipping Containers, and Item 181, Furniture Package Performance Testing. Both allow new package designs to be used immediately upon the successful completion of the stated laboratory tests. New packages can thus be put into service more quickly to solve chronic damage problems or otherwise address specific packaging needs. Only those package-testing laboratories registered with the Commodity Classification Standards Board (CCSB) are authorized to certify packages in accordance with Items 180 and 181.</span></span></span><br />

Animal and Plant Health Inspection Service (APHIS) is once again restricting the movement of wood pallets and containers. The federal agency has announced new rules in Massachusetts and Tennessee despite the issuance of an APHIS risk assessment that said there is <strong>no evidence</strong> that wood packaging contributes to the spread of these pests in the United States.<br />
There has been confusion in the industry as a result of inaccurate reporting that said APHIS would no longer be regulating wood packaging. Following is a brief description of the regulatory authority for restricting the movement of wood packaging:<br />
<ul>
<li>APHIS can regulate <strong>inter</strong>state movement of wood packaging. The agency can (and does) stop pallets and containers from a county (or entire state) from leaving that state.</li>
<li>The agriculture departments in each state are responsible for <strong>intra</strong>state movement of wood packaging. They can block wood packaging from traveling from one county in the state to another county in the same state.</li>
</ul>

APHIS continues to regulate wood packaging via quarantine order in a reactive way when pests reach critical mass. This piecemeal approach is creating an artificial competitive disadvantage for wood packaging companies in quarantine areas.</div>

Why? Because when a good, or service for that matter, is produced at a higher cost, it effectively reduces the buying power of the consumer and drags down the economy. <br />

So does this imply that manufacturing must shift to China / India from developed countries? No. Not necessarily. The fact is that it is not cheaper to produce things in China or India. These are actually high cost economies but the problem is that the governments of these countries, especially China, have distorted reality by building in various subsidies and thus artificially lowering the cost of manufacturing in China. How else can the landed cost of a product from China be less than the cost of raw material in North America? Shipping costs have to be negative for this to happen!! Subsidies can be in the form of devalued currency, lax labour laws, lack of environment compliance, loans that need not be paid back to the banks, and direct subsidies for every dollar of exports. All these things are happening in China and could have 30% to 60% impact on the cost of the product. For example, it is estimated that the Chinese Yuan is undervalued by upto 40%. In other words, China is playing spoil sport and taking deliberate action to undermine the future of manufacturing in the rest of the world.<br />

On a level playing field, there is little doubt that North America can compete with China / India. Labour costs are a very small fraction (3% to 8% of the manufacturing costs, so that is really not an issue. Other costs of manufacturing abroad far outweigh the potential savings in labour costs - shipping, quality, long distance management, infrastructure bottle necks, corruption, etc. Of course there will be somethings that will always be produced outside North America but that is okay. <br />

I was in India a few months ago and I found that products in India were much more expensive than Canada / US - clothes, shoes, house hold goods, electronics, almost everything. Services were cheap but products were very expensive. So how is it that they are able to ship products to North America and sell at a price that is lower than they sell in India. Go figure.<br />
<br />
In other words, manufacturing is feasible in North America. It does not have to based on some ideolgoy. Just plain economic sense will suffice to justify manufacturing in North America. We just need a level playing field.<br />
